Of course they are, but Brexit was not about UK PLC. That said there may some room for the UK if it lightens regulations once outside the EU.
Negotiations haven't started yet and its the EU that will ultimately decide if the UK keeps its passporting, not the UK governemnt. If it was just up to the UK they would keep it, duh.

Installed WP10 on my Nokia 920 and it came with a built in torch app accessible from the pull down settings thing.

You can "Meter" the connection to prevent all but the most important updates downloading. I've not tried this, but you can also turn off the service:

Reading the keynote, it seems that what they are offering is an easier path for IOS and Android devs to compile their existing code for Windows. Not as the original article suggests a Blackberry like shim.

Bad analogy from the waterfall days of software engineering. But then some people never change.
If you play the game linked in the article and ask for a chargeback from your credit company, it appears to be successful: "A few days later you check your bank account and notice that your chargeback has been authorised." I suggest everyone who is upset about the lack of offline do that. For me the writing was on the wall when they announced they had VC money coming in.

Microsoft's name may not induce an "I want it" feeling, but does Nokia really resonate with top of the range smart phones? IMHO reducing the number of names Microsoft uses is simplifying and doesn't increase confusion much.
