Currencies are not "backed by armies".

They are either backed by commodities (gold, silver, coconuts) or else, in the case of fiat money, by some vague idea that the currency will be acceptable going forward and the the guys "in charge" decide to not print too much of it. Which of course never happens.

Yes, but you don't care about that - because you just want to randomize before encryption. Regeneration of the PRNG stream is of no use to the attacker.

Indeed, I remember some 3DES stream cypher doing exactly that. A long time ago.

Or you could just XOR your text exhibiting the correlations with a good PRNG, with the seed the first 4 byte. Then everything hinges on the goodness of the PRNG but assuming it is pretty good, any correlations left will be epsilon-.ific. Actually, isn't that being done anyway?
