You confused the subjects of those statements.
Meena is "built to have convincing chinwags with its human handlers."
Other chat bots require "humans interacting with these systems have to do so in a rigid manner."
Either way they can be spotted within a few sentences by the nonsensical bollox they spout. It seems Google would do better training their bots to copy amanfrommars.
