As I understand it, Google copied and shipped copyrighted source code to implement the Java API,

You understand wrong.

Google used the same function/procedure/class names with the same parameters. But the code that made the function work was not copied, they wrote their own code to do the work of the function.

This is not about copying source code, it is about copying header files (that define the interfaces, names, parameters, etc., but not the code that implements the interface).
