For code that uses dynamic libraries then a fix there ought to fix the program, assuming some coded did not do anything too dumb in re-implementing library time code.

Surely this depends on quite a lot of factors. If you don't recompile then any variables in your code that were declared time_t will be 32bit and you'll be passing and receiving these 32bit values to and from a library that is treating them as 64bit.
