It is business that need IP4v addreses. So if ISP do some NAT magic, based on DNS, they can still sell into the home market. As they renew ISP home boxes to existing homes, they can recover addresses v4 addresses to their business users.
Even further, it's only those businesses who want to run their own on-prem publicly accessible services.
Most businesses I know use internet for email, maybe some VOIP, and maybe viewing relevant web sites (most of what I know are small shops with less than 5 staff, often less than 2). Most are happy with hosted sites (places like wix[sorry for the swearing] etc).
The existence of free hosts should help cut IP needs for businesses considerably.
