Fragmenting the address data in the IP header and requiring more process steps to compute the real address and route it would increases the time required to process each packet. Maybe not a big issue for the local NIC - especially the actual ones, but something more critical for core routers processing tons of packets.

Especially in the 1990s, with the processing power available at the time.
