Assuming Wiki is up-to-date, there aren't many remaining /8 address block owners that aren't ISP's:
Pfft.. /8's are for wimps! So there's 220.127.116.11/3, split into 18.104.22.168/4 and lightly used for multicasting, and then 240.0.0.0/4. That one was 'reserved for future use', and the future could be now. But IANA says 'NO!' and thou shalt move to IPv6.
But that's.. controversial, especially given there's probably a lot of 224/4 that could be recovered and reassigned.
