a British state owned ISP will look at ipv6, decide it's too complicated, implement something more elegant that will work only because of 4 hugely kludgy routers custom built by a firm that will go out of business the day after they're delivered.

X.25, just like the original Janet. With big-endian DNS addresses that get swapped (or not, depending on an undocumented heuristic) as they go through the gateway to reality the rest of the net.
