We are absolutely, definitively, completely and utterly out of IPv4 addresses, warns RIPE

Re: We can take entire 24 ranges back

Assuming Wiki is up-to-date, there aren't many remaining /8 address block owners that aren't ISP's:

17.0.0.0/8 Apple Inc. 1992-07 1990-04-16

19.0.0.0/8 Ford Motor Company 1995-05 1988-06-15

44.0.0.0/8 Amateur Radio Digital Communications 1992-07 1992-07-01 44.192/10 sold to Amazon on 2019-07-18

48.0.0.0/8 Prudential Securities Inc. 1995-05 1990-12-07 The Prudential Insurance Company of America.

56.0.0.0/8 US Postal Service 1994-06 1992-11-02

The DoD has 13 /8's all to itself although it might be hard to pry them loose.
