I am not saying you can't disable it, you definitely can. However Red Hat has been building most their tooling in RHEL7 around it now, like NMCLI, having gone for RHCE I was not able to avoid having to use nmcli or firewall-cmd and in some ways I can't say they are bad tools either but they were forced on to me. Not sure if it's red hat being too pushy on their new technologies or those of us being too clingy to the old ways.
