Certainly true for 32bit VB6 with serial OCX. Doesn't seem to work on any 64 bit version of windows, I tried Win7 & Win 10. Will run (don't know if I/O works) on the 32bit Win 10 supplied on "crippled" Atom tablets with 32bit EFI, even though 64 bit Atoms and it's possible to install 64bit Debian with 32bit EFI. You need to manually add the Debian 32bit EFI files to 64bit Mint before making USB stick, which isn't trivial.
You can easily install an ENTIRE Win 3.1 on DOSbox for 16 bits (nearly ANY OS / CPU). Which is how 32bit NT Windows up to XP ran 16 bit apps, NTVDM for DOS and WOW thunk 16->32 api for win3.x 16 bit apps. So 32bit and 64bit Alpha could run 16bit x86 code on NT4.0 32bit and 64bit, but no native x86 32bit windows applications. Shame HP/Compaq killed all the DEC products.
