Actually both. Really good security militates powerfully and successfully against every desirable aspect of computing. Speed, flexibility, ease of use, user friendliness, cost effectiveness... security mows them all down pitilessly.
That's why so few decision-makers really want good security, no matter how much they feel obliged to jabber about it.
