Only partially true. The OP was talking about side reflectors, which will show from quite some distance if the bike is travelling across the cars direction of travel, which is the point of side reflectors. If the side reflectors don't show until the car is too close to do anything about it, then either the driver didn't notice the bikes lights or the cyclist had no working lights.
