With giffgaff they apply the strict letter of the regulation on EU roaming. You get inclusive roaming to EU locations, but not to Isle of Man, Norway and Switzerland. These used to be charged at EU rates, but are now charged at giffgaff's Rest of the World rate, which is £1/minute for outgoing or incoming calls.
