You're right, of course, the signs are a limit, not a target. Stopping distances and small kids stepping out from between parked cars means that although the limit may be 30mph, the driver ought to be using their judgement as to what a safe speed is considering the obstructed view. Residential areas, daylight, outside school hours width of the road, other conditions, then the driver should probably consider doing less than 30mph, possibly much less.
