No, @BJ, his theory makes sense from the perspective that there is yet NOBODY of that administration that has shown a shred of trustworthiness and ethics so they don't get the benefit of the doubt whereas they were not willing to extend it to others.
In the interest of balance, it should now take at least 10 separate, sequentially triggered Congressional investigations to ensure they're clean (which I don't think they are, but that's what an investigation ought to prove - surely they don't have anything to hide?), which means they'll be still under investigation during the elections in 2018.
