You are very wrong. This has nothing to do with agile, CI or devops, which are all Good Things development-wise because most developers can't design or find their own arse in the code they produce (I have seen nominal "experts" at work ... hahahah!).
No, this is a question of allocating enough horsepower to maintenance, patrolling and defense-in-depth.
Its' the delusion of the "the system is stable and in production, we won't touch it, DISPAND THE TEAM". Which is is the anithesis of agile, CI or devops.
