Next time you have to mount a drive from an unbootable system in another (possibly non-systemd) system to read the logs your puzzlement may disappear.

AFAIK (and corrections welcome if I'm wrong) binary logging can't be turned off, only masked or redirected to /dev/null. On a heavily loaded system having two sets of logs running could have a significant performance impact.
