The FUD of which you speak might have worked reliably at one time, e.g. prior to Windows Vista.
If it still works after Vista and Windows 8 and Windows 10 and Office Ribbon and [you name it] (stuff which the average PHB or his kids will be aware of), the quality of business management must be even worse than I thought. Though I do happily admit that there are a lot of certified Microsoft dependent IT staff around whose worst personal nightmare is having to move out of their comfort zones.
