Why SAP isn't a SaaS company

In SaaS contracts, the customer pays for access, but the customer always owns their data. In SAP's 1980s contracts, they actually get to charge if someone access the customers' data (generated by SAP) in some Oracle, or whatever, database. It's crazy.
