Complete overkill

I enjoy designing, building & flying quadcopters, and the use of a camera adds to the fun - especially an FPV camera. I'm far more worried about crashing into someone or something expensive than about privacy issues, so I fly in areas that are unpopulated, such as over farmland. ISTM that it would be trivial to frame legislation that makes it an offence to fly over areas where privacy would be a concern, whilst allowing flights over areas that are public or unpopulated.

In any case, it would be trivial to make a drone that does not appear to have a camera when in fact it does. If I wanted to spy on a person's garden, a kite with an attached camera would be able to stay aloft far longer than a drone (provided wind and topography allowed).
