I call bullshit....

That's what the business say they want - agile, flexible, cheaper - right until the point service all of this DevOps/agile/on-the-fly/cheaper stuff causes service to go to shit, and then they scream they need stable, reliable, quality service - i.e. all these things Ops told them they needed to maintain happy customers and the revenue stream that this provides..
