Unfortunately PCs were not, at that time, powerful enough. The first PC rail planner I am aware of was released by BR Business Systems, covered the Network South East area, and was branded as Journey Planner. It was released in approximately 1992 if memory serves, and required a 386 with maths co-processor or a 486.
