Because with IPv4, to fix what was lacking took more than just a band-aid (because part of the problem wasn't JUST running out of addresses but ALSO untangling complicated routing tables that were causing the Internet to lag).
Similarly, trying to set up a system that can handle dynamic hardware (especially essential systems on dynamic hardware) means creating a system that, unlike SysV, doesn't make assumptions. Plus there's the matter of containers and virtual machines with inconsistent configurations.
