What it does further highlight is how ineffective and useless their regulator(s) are.

For 15 years they have been receiving (albeit unintentionally) falsified information and haven't spotted it. Not even remotely acceptable. If they don't notice that without being prompted then how are they going to spot deliberate wrongdoing being covered up? What are their regulators actually regulating?!
