I stated it would be a "considerable inconvenience".
However PIT maneuvers are done with knowledge of when it is safe to do so and where to hit the car to curtail it. They are also done at very low speed in most states and the consequence of death or serious injury is put as a reasonable consequence for the driver and/or passengers as they are choosing to evade the police. Even still the stats show that some states have 2.5% death and 27% injury from using it.
Without those controls in place there could be considerable inconvenience from being side swiped especially by a heavier vehicle.
