Sorry, but 'TCP/IP' is the quick and quite official way way to refer to the 'Internet Protocol Suite'.
About the other issues, anonymous FTP for public files is not an issue. FTP with self-sogned certificates not properly checked is not much more secure than without. An FTP server open to the Internet when it should not, maybe unmaintained, is a bigger issue.
