In my line of business, which isn't software dev
When I'm having trouble keeping up with the workload, management offers me extra workers (ie someone spare in the office).
Trouble is the work I'm behind with is the work that would take extra work to get the staff trained (and authorised to do while not directly - as in me looking over their shoulder - supervised) to accomplish.
Of course I could train them in a quiet period, but by the time they were needed, they'd have forgotten how to do it.
