Sounds mostly like you hire incompetent staff based on their demands for vastly inflated salaries, rather than recruiting based on experience, personality and ability to do the job. Which suggests that you are also incompetent and demanding a vastly inflated salary.

For reference, the average permanent salary for an MCSE in the UK is £32k, so those 'silly recruiter' ads are a pretty good deal if you're outside London.
