They do it to be annoying. Everybody knows that 'he' in English means either 'he' or 'she', whilst 'she' means only 'she'.

It's different in Yank, but Yanks call black people 'African Americans' to pretend that they aren't persecuting them.

This sort of thing is called 'virtue signalling' the author (and it hardly ever is an authoress) is wanting to show how right-on and PC he is - to help him get some skirt. It's insulting to women, actually, they're not stupid, and can, of course, tell that what the idiot is doing.
