The term "collision attack" refers to someone deliberately crafting a document to have a specific MD5 hash, rather than the probability of two random documents having the same hash. The only use for MD5's vulnerability in this particular context would be for a producer of abuse images to flood the Internet with perfectly innocent images that had the same hashes as the illegal ones.
