Furthermore, swelling the ranks, and skills, of the dark brigade is probably the last thing you want to do; even more concerning (or edifying?) is the number of game keepers who have turned poacher - rightfully paranoid at the unfettered zeal of some of those in power. Snowden is the just the tip of the iceberg (sic). Anyone who thinks this is just about Pr0n think again - as should Cameron. Impact assesment? Law of unintended consequences? Next he will be telling us that only governments can have stong encryption ..oh, wait.
