Maybe.

The main problem with treating it with equality is that it will have different needs, drives and a digital approximation of desires. We have problems relating to slightly alien sub-cultures, let alone something of a fundamentally different nature to us.

The AI would be more alien than a dolphin in the world it perceives. Imagine a software virus becoming self-aware. Images from cameras won't have any meaning to it unless there is an evolutionary advantageous need (eg: user approaching the pc, be still, don't tip him off or I'll get wiped).

If we're lucky we'll intentionally create it and stand a chance of communicating. But it won't have anything in common with us. Not the best way to develop a relationship.
