Conspiracy theory:
It was the US gov, to shunt the torture report and the NSA's "Oops" list off the front page with some classic bread and circuses. Kim Jong (especially after a couple of days of having his internet stuttered) can be guaranteed to Baghdad Bob his way into the front pages for at least a few days. By which time, something else will have happened.
