First floatplane?

Try

Henri Fabre's Hydravion , France 1910

followed by

Voisin brothers' Canard, France 1911

The Wrights gave the first controllable aircraft but France was where powered aviation got going thereafter. With a lot of cross-Channel activity by British aviators.
