PC 1 is a museum piece from the 90's, with a Pentium 100. it draws 100W at the plug.

PC 2 is a modern Core i5 from PC World. Draws 100W.

Plainly the new one gets much more done for the power used. But which one "makes more heat" i.e., which one warms the room most?

Answer. Neither.

Each is dissipating exactly 100W of energy in the form of heat. The energy consumed by the fans, moving air about, eventually becomes heat as the air slows down, for example.
