What is more likely would be ((downloaded TC)+((from a country of interest)OR(via TOR))+(were already listed as an associate/relative of a person of interest))=be flagged for further attention. Just downloading TC alone is unlikely to be enough.

If you fitted the profile ((visited sites for jihadis/ALF/<insert known terror groups here>)+(posted info on making specific bombs such as IEDs, NOT on a site like Wikipedia, but on a site where people voiced a desire to use such devices))=definite further surveillance, but more likely from the FBI or local equivalent.
