I'd guess that organisations like google could provide cloud cover as required (if governments smiled nicely at them they might even do it as a beta? :-) ) and it would probably be far more effective than anything procured by administrators (not IT admin but government admin).

Quite why any other than the hopelessly insane and certifiably mad would be party to any of that sort of enterprise, is a sad and valid indictment of the low level of human intelligence, and especially that of the slower witted male of the species.
