Isn't that to be expected ???

is, surely, the expected outcome of giving spectrum to the highest bidder, rather than to the bidder which can demonstrate the capability of employing it in a manner that represents best value to the end user ?
OFCOM has got exactly what it wants -- the most money from the highest bidder. It's only upset because the result is to demonstrate that the highest bidder invariably is also the least beneficial to the potential end user.
