    Usually when the ferals back down it is because someone pointed out how easily they would lose the inevitable suit. I wonder if more than a few of the comments cited their own procedures back to them.

    The usual set of beltway bandits are pulling out all of the stops to kill this program. Every time it appears that it will actually go out to bid, they find a new way to delay it.

    Amazon is a shoe-in, because they are the ones with the *existing* proven technology and infrastructure to provide global-scale cloud computing. GCP/Google and Azure/Microsoft aren't too far off. But none of the usual big contractors have a credible proposal. And once the applications go to the cloud, they won't get them back.

      Whenever I come across delays like this, it's usually because there is a vendor that can't quite make the cut, but the Powers That Be(tm) want that vendor to be awarded the contract. So the delays are to allow that vendor to get that last little piece of the puzzle in place. Don't be surprised to see AWS lose this one, probably to Microsoft.
