    45% by what, megabytes, links, hosts?

    And what sort of illegality - selling lottery tickets to 15 year olds or selling 15 year olds to lottery winners? Or was it just linking to downloads of Star Wars?

    A substantial 45 per cent of content is illegal and almost half of that is focused on drugs

    So there is 22.5% illegal stuff (may include donkey sex) that maybe is a problem while we shouldn't give a damn about the remainder?
