Seeing as most were apparently Russians and others, 9-11-1961 obviously means 9 November 1961.
9 November 1961:

- PGA (golf) amended constitution to allow non-whites to join.
- Mach 6.04 reached by USAF pilot Robert White in X-15 aircraft.
- Brian Epstein sees Beatles for first time. Signs them up in December.
- Jill Dando born in Weston-super-mare. (murdered 1999)

On a ferry once, a whole number of people I know got their Twitter accounts hacked, presumably by wifi again.
There are a lot of people out there with Twitter on their phones/tablets and a lot of ways to steal their credentials, so it's not necessarily Twitter's fault.
