    I take that to mean the big three, FBI, NSA, and Hollywood.

      In this case also the DOD. Internet was largely developed as a military comms network, it still is and will continue serving that purpose for quite some time. For critical comms a dedicated network has been set up but a lot of functions still require "ordinary" internet. The DOD will probably have some things to say in how it wants things managed.

    Lets not forget that the current exec management is responsible for failures

    I agree very much with the points your your article and am surprised about routine ICANN failures getting a pass. The transition is a good thing but not until ICANN has demonstrated an ability to do their job well. There is a long list of failures due to poor executive management resulting from ICANN's us versus the community, we know better, mentality as evidenced by unwillingness to listen to the community in CCWG regarding IANA seperability – which is essential. Digital archery, multiple registration system breaches, mismanaged outsourcing, trademark clearinghouse expirations are examples. ICANN exec staff hates being accountable to anyone. There needs to be house cleaning starting with Atallah, his installed cronies, legal staff, IANA, and some board members. After digging around a reliable source in Singapore pointed out that all these problems are due to this endemic poor executive management including over Internet coordination operations. In particular that department's antagonizing work environment led talented and long term staff to leave resulting in critical system failures. Combined with executive pomposity and the unwillingness to listen to expert technical advice and you have an organization not ready to take on the reigns of the Internet. I was further made aware that even more critical “keys” may have been lost if it werent for strong outside pressure from Internet experts on the resistant general manager of that same department to replace critical equipment. I understand that the ICANN board has been well aware of this problem, unstable, executive for many years yet has done nothing.

    What happened to giving back gtld proceeds to the community in the form of a foundation? ICANN is already too large and its top-down approach to dictating how things must be to CCWG and others makes it seem like the ITU.

    The need for stronger control levers has been demonstrated by typical abuses by CEO and other executive level staff. ICANN funded travel for self promoting junkets (e.g., CEO and Chinese Internet association positions) has made it clear how votes and silence are bought and sold. It also is a clear indication of what executive management is made of and how unfitting it is for a public benefit organization. Hopefully the new CEO will see through this facade and make ICANN more than a source for travel funding.
