back to article Russia and China seal cyber non-hack pact

Russia and China have promised to play nicely and not hack each other. The two countries also agreed to jointly counteract technology that may "destabilise the internal political and socio-economic atmosphere", "disturb public order" or "interfere with the internal affairs of the state", the Wall Street Journal reports. The …

China sez to Ruski 'You go ahead we will follow, India and Brazil will tag along in a week or two once they have assessed, analysed and taken onboard Uncle Sam's reaction and more or less importantly his response?'?

    What a surprise

that two de facto one-party states i.e. dictatorships, decide to cooperate with each other! On the other hand, given where the destabilizing effects of the Arab spring has left the middle-east and north Africa, and then given these countries sizeable anti sino-russian populations, what would you do in their shoes?

      Re: What a surprise

I may be mistaken - and apologies if so - but it seems to me that a big difference between the UK-US overseas funding and China overseas funding is that the UK-US model funds individuals whereas the China model favours funding the nation state.

So where one model makes for very wealthy families usually evolving into dynasties (Shah, him in Iraq too, several in S Amerika) with some really dieing nasty the other builds sports stadia, municipal projects (okay I admit some are or appear to be on a scale that the host nation state is unlikely to require for a decade or two but the difference between benefiting a state and a few individuals within that state seems a bit obvious no?)?

Stopping being idiot dictators and trying to move the countries to a real democracy? Oh yes, there's a lot of money, power and easy women to lose... but you may choose to enter History on the same index as Hitler, Stalin. etc. of far better people who actually did something for their citizens.

But it looks fears - too many fears - is turning again Western countries to think "dictators" are the way to go to keep things quiet. History has shown several times it's the wrong bet. There's never a "good dictator" - too much power corrupts anybody, and then stopping them becomes terribly expensive - including lives.

      Re: What a surprise

I think this is more of an agreement that by not openly snooping on each other, they can control what their populations can access. Back in the Mao days, there was mutual distrust but also mutual agreement on how-to handle the populations.

As for "de-stabilizing".... have a look at history. The Korea's from China's end as well as their looong history of antagonism with Japan. Up until fairly recently, they were truly a closed society. From the Russian side, the histories of places like Hungary, Afghanistan, even the Balkans was one of propping up dictators and excesses. The West's hands aren't the only ones who are "dirty".

Arab-spring is/was more about settling old scores once the power masters were looking the other way.

"that two de facto one-party states i.e. dictatorships, decide to cooperate with each other!"

As of now, there are very few dictatorships in the world, the DPRK is one, one or two countries in Central Asia might qualify, that's about it.

"On the other hand, given where the destabilizing effects of the Arab spring has left the middle-east and north Africa, and then given these countries sizeable anti sino-russian populations, what would you do in their shoes?"

Anti sino-russian populations? Really? What are you smoking? And sizeable too? I think you're looking at the wrong region.

On the whole the Arab Spring is characterised by people protesting against their own elite. The "West" initially were caught wrong footed, should they support the aspirations of the people for a freer, fairer, more democratic society or should they carrying on supporting the despots in power. In the end they played the sectarian card, so with the help of Saudi Arabia and using the Shia Iran bogeyman they unleashed the latest round bloodletting in the Middle East and North Africa.

"Is this China or FIFA you're referring to?"

FIFA takes the profits and leaves the host country with the debts and surplus stadiums.
