Google are showing signs of complacency. Many things could be said of Google, but complacency was never one of them. It's still to early to properly judge, but Sundar Pichai's agenda does not seem to be aligned with Google's Android Fanbase. The lack of sessions on Android at the Google dev conference and low responsiveness like this may be starting to paint a picture. Are Google growing bored with Android as a business, because it isn't one for them? Certainly it is easy to see their business prospects are best with services.

You have to break...
Android security to install it on various hardware.
Android is not an operating system in itself it has to sit on an operating system supplied by the hand set manufacture, hence you gain a method of getting under the hood.
Compare this a windows or iPhone where they are the actual operating system of the phone.
Hey but there is one huge advantage of Android at least your data gets backed up for free to Russia and China ;)

Odd reluctance
Despite an analysis which shows that it has all the hallmarks of malware, Google are reluctant to do anything about it because they haven't observed it doing anything wrong yet? That isn't just complacency - it's willful neglect of their users.
One has to wonder if there's something in it for them in letting it spread.
