    They are already doing it, but they need to get some legitimate/illegitimate laws into place as soon as possible before they are outed in the media by a whistle blower.

    This is probably part of strengthening ties with the USA.

    Probably Obama told the Japanese PM he needs to do this if he wants to continue his trading relationship with the USA on its current basis.

    He might have told him, "If you don't do it, we'll do it for you."

    And then he might have wrapped up with, "You're either with us or against us."

    That seems to be how he US gets its way here in Canada.

    Hopefully Japan has more autonomy than we do.
