Supervillain
This is the backstory of a supervillain if I've ever heard one. Scientist barred from experimenting with Humans, censured & excommunicated by the majority of the scientific community for unethical research practices, hired by shadowy Asian laboratory to do cloning research then gets into resurrecting giant extinct mammals. Next step, bringing to life the Revengeasaur to seek retribution on those who dared laugh at him!

The closest I can think of off hand is Jonathan Maberry's The Dragon Factory - the second (or is it third?) Joe Ledger novel. (Enjoyable reads, all of 'em!)
IIRC the supervillains in that aren't so much cloning as genetically engineering, with the end result being mythical creatures made real - but there might have been some cloning of extinct creatures as well.
