Ambulance-chasers aside, lawyers most just want to work and get paid. We have a litigious culture because the market has decided in favor of it. Sometimes that's a rational calculation, based on expected ROI; sometimes it's irrational and driven by unrealistic hope for a huge gain, a desire for revenge, etc. But in any event, it's hardly the case that Google et alia are being dragged kicking and screaming into filing lawsuits by their legal teams.
And we seem to be doing a fine job of exporting that culture already.
