Because government (and for that matter, every other) typically run an extract, load the live data into a development system and then do their development work against this copy of the data/systems. What is missing is the subsequent cleanup of this copy of the data.
It's happened before and it will happen again.

They had the problem with processing it, not downloading it.
Processing data spread across multiple database tables requires a little bit more skill than just running a script.
If you don’t have the skills to write your own scripts to extract and merge specific fields from specific tables then you use something like excel to do it for you.
